Speaker Bio

Palm (Pachara Naripthaphan) currently serves as Executive advisor to Chairman of the National Broadcasting and Telecommunications Commission (NBTC). He began his career at 17, working as junior assistant to the Deputy Prime Minister. Since then, he assisted cabinet officials across several ministries, served twice as assistant to the Minister of Natural Resources and the Environment (2004 and 2009), Minister of Information and Communication Technology (2005), Minister of Industry (2009), an executive consultant in the Office of the Deputy Prime Minister (2008), and Chief of Staff to Deputy Minister of Finance in 2009. In 2011 at the Ministry of Energy, Palm was appointed to be Chief of Staff and Ministry's spokesperson. In 2013, he co-hosted television show “Tonight Thailand”, at Voice TV. He also extensively fosters network around the South East Asia region through non-profit activities with Pointman Leadership Institute. Palm was appointed executive committee of the Puea Thai party in 2021, he served a one year term building foundation for digital economy policy before he was appointed executive advisor to the chairman commissioner of national broadcasting and telecommunications commission.


In private sector, Palm has assisted many multinational companies in Thailand to engage with the Royal Thai Government while served as Country Director to the prestige political consulting firm - BrooksBowerAsia. He has continued providing consultancy service in investment, government affairs, and non-profit in Thailand and South East Asia. He also helps facilitate investment, merger acquisition and expansion deals for many multinational companies in Vietnam, Indonesia, Laos, and Cambodia.


Palm received his bachelor’s degree in political science at the University of Southern California, master’s degree in criminal justice at the Boston University, and master’s degree in negotiation and conflict resolution at the Columbia University. Pachara was granted CSC scholarship’s recipient to study doctoral degree student in biological science at Shanghai Jiao Tong University.
